In the minor league why do the have the designate hitter rule?

Minor league teams are grouped geographically, not by their affiliates leagues. So, the leagues will have teams from both AL and NL affiliates. It makes more sense to allow DHs, since their clubs will be evaluating their hitting performance... and NL teams aren't evaluating pitchers based on their hitting skills.
